Rodrigo Fiatikoski
Rodrigo is a leading expert in policy, legislation and regulation. Over the last 15 years, he has advised prominent policymakers, regulators, trade associations, regulated companies and financial sponsors throughout the world. His experience spans upstream, midstream and downstream oil and gas operations and carbon capture, utilisation and storage projects.
Prior to joining S&P Global Commodity Insights, Rodrigo worked in the public sector and in international law firms. He is a member of the Association of International Energy Negotiators, the Brazilian Petroleum Institute and the Energy Institute.
Rodrigo has been instrumental in shaping public policy proposals, including recommendations for increasing the competitiveness of the petroleum sector in an OPEC member country and developing long-term policies for trading government shares in crude oil and natural gas production in Latin America. He has also worked on petroleum licensing policies for major producing countries in Latin America, Africa, and the Middle East, as well as for frontier countries in Europe and the Eastern Mediterranean. Additionally, he provided policymaking support for a trade association advocating for flexible decommissioning guarantees in South America.
In terms of legal and regulatory frameworks, Rodrigo has conducted legal analyses and regulatory benchmarking to establish frameworks for carbon capture, use, and storage in South America. He has drafted legislation to reform upstream policies in emerging petroleum-producing countries and midstream regulations for East African nations. His work includes international benchmarking of upstream frameworks for a think tank in East Asia and the evaluation of foreign investment frameworks for international operators.
Rodrigo has also contributed to host government and intergovernmental agreements by drafting new production-sharing agreements for emerging petroleum-producing countries and restructuring procedures for a national oil company in Southeast Asia. He supported Middle Eastern countries in negotiating bilateral treaties for cross-border pipelines and unitizations and conducted international benchmarking of upstream agreements for South Asia to support new contractual regimes.
In regulatory compliance, Rodrigo has identified legal and regulatory requirements for LNG plant construction and operation in East Africa, assisted international oil companies in complying with well-drilling permit requirements in Europe, and compiled multi-country upstream databases for national oil companies. He has also implemented compliance systems for regulators in West Africa to manage upstream agreements and oversee contractor obligations.
