Born in Cabinda, Osvaldo Lemos Macaia is a distinguished Angolan executive with more than two decades of experience spanning public administration, taxation, finance, and banking. Throughout his career, he has built a reputation for strategic leadership, institutional transformation, and governance excellence. He began his professional journey as an Inspector at the Ministry of Public Administration, Labour and Social Security (MAPTSS) before joining the Ministry of Finance (MINFIN). At MINFIN, he became part of the Executive Project for Tax Reform (PERT), a landmark initiative aimed at modernizing Angola’s tax system and strengthening fiscal governance.

Over the years, Macaia held several key leadership positions within Angola’s tax administration, including Head of the Petroleum and Diamond Taxation Section and Head of the Tax Legislation Department of the former National Tax Directorate. He later served as Regional Director of the 4th Region of the General Tax Administration (AGT), overseeing tax operations across the provinces of Benguela, Huambo, and Cuanza Sul. He subsequently assumed the role of Director of the Legal Office at the Ministry of Finance.

His extensive expertise in taxation, legal affairs, and corporate governance led to his appointment by Presidential Decree as Executive Director of Sonangol, Angola’s national
oil company, where he contributed to the company's transformation and strategic development initiatives. In 2020, Macaia transitioned to the banking sector, joining Banco de Fomento Angola (BFA) as Vice-Chairman of the Board of Directors. During his tenure, he chaired the Information Technology and Innovation Committee, driving initiatives focused on digital transformation and operational modernization. In 2023, he was reappointed as Vice- Chairman and also assumed the presidency of the Bank’s Risk Committee.

Since April 2024, Osvaldo Lemos Macaia has served as President of the Executive Committee of Banco Sol, leading the institution’s strategic agenda with a focus on sustainable growth, innovation, financial inclusion, and value creation for customers, shareholders, and the broader Angolan economy. Macaia holds a Law Degree from Agostinho Neto University, a Postgraduate Diploma in Legal-Business Sciences and Labour Law from the University of Coimbra, Portugal, and an MBA from INSEAD Business School (Singapore Campus). He is also co-author of the Manual of Angolan Tax Law, written in collaboration with Professor Dr. Jónatas Machado, Director of the Faculty of Law at the University of Coimbra.
