Osvaldo Lemos Macaia
Born in Cabinda, Osvaldo Lemos Macaia has amassed over 20 years of experience in both banking and public administration. He began his career as an Inspector at the Ministry of Public Administration, Labor, and Social Security (MAPTSS) before transferring to the Ministry of Finance (MINFIN). There, he joined the Executive Project for Tax Reform (PERT), a government initiative aimed at overhauling Angola's tax system.
Macaia held several notable positions, including Head of the Petroleum and Diamond Taxation Section and Head of the Tax Legislation Department within the now-defunct National Tax Directorate. He also served as Regional Director of the 4th Region of the General Tax Administration (AGT), overseeing operations in the provinces of Benguela, Huambo, and Cuanza-Sul, as well as Director of the Legal Office of the Ministry of Finance. His expertise led to his presidential appointment as Executive Director of Sonangol, Angola's national oil company.
In 2020, Macaia transitioned to the banking sector, becoming Vice-President of the Board of Directors of Banco de Fomento de Angola (BFA), where he also chaired the IT and Innovation Committee. He was reappointed in 2023 as Vice-President and President of the Bank's Risk Committee. Since April 2024, he has served as President of the Executive Committee of Banco Sol.
Macaia holds a law degree from the University of Agostinho Neto, a postgraduate degree in Legal-Business Sciences and Labor Law from the University of Coimbra in Portugal, and an MBA from INSEAD Business School, Singapore campus. He is also the co-author of the "Manual of Angolan Tax Law," written in collaboration with Professor Dr. Jónatas Machado, Director of the Faculty of Law at the University of Coimbra.
