Petronas Seeks New Partnerships to Expand Deepwater Operations in Angola
Petronas is open to partnerships with oil companies in Angola to explore blocks similar to block 20/11, according to Omar Nizar, Country Manager for Angola, Petronas told Energy Capital & Power at the Angola Oil & Gas (AOG) 2025 conference last month. Petronas is already partnering with TotalEnergies on the Kaminho development.

Petronas holds a 40% stake in Block 20/11, alongside TotalEnergies (40%) and Sonangol (20%). The partners reached a Final Investment Decision in May 2024 to develop the Cameia and Golfinho fields, located 100 km offshore Angola in the Kwanza Basin. This project, known as the Kaminho development, is expected to produce 70,000 barrels of oil per day upon startup in 2028. The development will involve over 10 million man-hours in Angola, primarily through offshore operations and local construction activities. 

Nizar emphasized Petronas' commitment to leveraging its technical expertise in deepwater operations. "In Angola, we don’t have production but we have expertise from Malaysia and more recently Brazil for deepwater blocks." The company is also exploring the use of artificial intelligence and big data to enhance recovery rates, improve subsea operations and reduce maintenance costs. Nizar added, "These are the ideas we try to bring to Angola."

Angola plays a key strategic role in Petronas' Africa portfolio. Nizar highlighted the country's world-class deepwater basin and its stable fiscal framework as attractive factors for investment. He also pointed out that Petronas can contribute to Angola's gas monetization efforts, which are still in the early phases. "These are the key areas on which we can bring value, also for the people of Angola," Nizar concluded.
