IRDP Outlines Angolan Refining, Fuel Storage Expansion Strategy at AOG 2025
Angola’s Petroleum Derivatives Regulatory Institute (IRDP) has outlined a strategy to expand the country’s refining and fuel storage capacity, with the goal of achieving fuel self-sufficiency and reducing reliance on imports.

The strategy was presented by Nelson de Carvalho, Head of Commercial Relations, Tariffs and Prices Department, IRDP on September 2 during a pre-conference presentation at the Angola Oil & Gas 2025 conference in Luanda. The session – Investment Opportunities in Angola’s Downstream Sector – was sponsored by the IRDP

“The investment in the development of the Angolan downstream sector constitutes a vital driver for economic growth and diversification and the strengthening of the country’s energy security and could have a multiplier effect due to its impact on the petrochemical industry,” de Carvalho stated.

According to de Carvalho, Angola will expand operational capacity at the Lobito and Namibe facilities by 2027, with further developments planned for the Cabinda, Soyo and Moxico facilities. These expansions are expected to boost national fuel storage capacity to 1.3 million cubic meters of liquid and gas fuels by 2027.

Additionally, the upcoming Soyo refinery is projected to add 100,000 barrels per day (bpd) of oil equivalent by 2029, while the planned Lobito refinery is expected to contribute 200,000 bpd from 2028.

During the presentation, de Carvalho highlighted investment opportunities in the construction and operation of storage facilities and pipelines, gas pipelines, fuel stations, LPG bottle filling facilities and lubricant production factories.
